Restricted States and What That Means For You

Please note, this article is not a comprehensive list, nor is it to be considered legal advice. It is intended only as a guide to determine if purchasing any of our products may face challenges from your state’s laws. This information is subject to change and may not accurately or completely reflect all elements of each state's firearm laws, especially as new laws are continually passed. We strongly recommend consulting a gunsmith or legal expert within your jurisdiction before purchasing or assembling any of our products if you have any reason to suspect the resultant firearm may not be legal.

Note that we will not ship RM-25 magazines to ANY restricted states. Orders placed to these states with magazines will result in the magazines being removed from the order and the value refunded:

States With Restrictions Which May Affect Bullpup Stocks

Washington

Washington’s 2023 assault-weapon law explicitly includes:

  • “Conversion kits, parts, or combinations of parts” that can turn a firearm into an assault weapon.

Because a bullpup chassis:

  • adds a pistol grip

  • can add forward grip surfaces

  • will likely reduce overall length to less than 30"

…it will likely be considered a conversion kit creating an assault weapon if installed on a rifle with a detachable magazine that was not registered prior to the law taking effect. 


Illinois

The PICA law (2023) bans:

  • many semiautomatic rifles with detachable magazines and certain features

  • conversion kits intended to create an assault weapon

A bullpup kit could likely fall into the conversion kit category depending on interpretation and if features are not modified to reclassify them as compliant. Even on Illinois state registered assault weapons, installing one of our stocks may be considered illegal if not replacing an existing identical element already present on the rifle at time of registration.


New Jersey

New Jersey’s assault-weapon law specifically bans:

  • semiautomatic rifles with detachable magazines and two or more features such as:

    • pistol grip

    • flash suppressor

    • folding stock

All HTA bullpup conversions inherently include a pistol grip, so the rifle may become prohibited depending on the rest of the configuration, such as if used in tandem with a flash hider. The MBS 22 Mod 1 may also be illegal if the stock is not fixed, since it features both a pistol grip and collapsing stock.


Connecticut

Connecticut’s law is similar to the old federal AWB:

  • detachable-magazine rifles with one or more prohibited features

  • pistol grip

  • flash suppressor

  • folding stock

Our bullpup conversions add a pistol grip and on some models, a collapsing stock.

These features may make the final configuration illegal unless modified to be in compliance with CT state law.


Massachusetts

Massachusetts enforces the 1994 federal assault weapon ban language and an expanded interpretation.

Our bullpup conversions may cause issues as they introduce a pistol grip to firearms without a pistol grip, such as on the 10/22.


Maryland

Maryland bans certain named rifles and copies.

Our bullpup conversions can cause issues if not properly modified because the state bans certain feature combinations including a pistol grip and/or a collapsing stock.


Michigan


Michigan generally does not restrict bullpup conversions, however it is important to note that overall length of rifles in Michigan is measured with the stock in the collapsed position, meaning our MBS 22 Mod 1 will not be legal with a barrel shorter than 18”.


Delaware

Delaware’s assault-weapon law includes:

  • semiautomatic rifles with detachable magazines and certain features

  • parts or kits intended to assemble an assault weapon

Our bullpup chassis could be deemed illegal depending on the final rifle’s configuration and intended use of the kit, even if not installed on the rifle. Because of this, we urge consulting with a qualified gunsmith or legal expert on how to legally modify and assemble the kit before purchasing.


New York

Our bullpup conversions can raise issues because:

  • The SAFE Act bans feature combinations on rifles, such as pistol grips or collapsing stocks.

  • As with some other states, rifles that were already registered as "assault weapons" can be installed into our conversions. 

  • Our stocks will need to be modified to be legally installed on non-SAFE Act-registered rifles.


California

California bans centerfire rifles with certain features, like pistol grips and overall lengths below 30”. Our MBS 95 stocks can cause issues if: 

  • The grip is not modified to remove the pistol grip (e.g. grip fin)

  • The overall length is under 30” (legally attached barrel extension recommended)

It is important to note, rimfire rifles are generally exempt from these rules, meaning the MBS 22 and HTA 90/22 can generally be assembled without restriction in California. IMPORTANT: California residents purchasing restricted accessories (barrels and some stocks) will need to contact HTA prior to ordering/shipping to provide California's required shipping information, which may include their ID, FFL information for some accessories, and to submit payment for additional shipping and handling charges associated with this law.



States Without Restrictions

Most states have no assault-weapon feature bans, so bullpup kits are typically legal if federal length rules are met. States that do not generally have restrictions on our bullpup conversions include: 

Alabama, Alaska, Arizona, Arkansas, California (rimfire only, see above), Colorado, Florida, Georgia, Hawaii, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan (overall length rules and collapsing stock measuring rules are slightly different than federal standards), Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey (if kept below feature limit, see above), New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, West Virginia, Wisconsin, and Wyoming.
